Budget Hearing Ordinance
ORDINANCE NO. 5.20
(a) PURPOSE AND AUTHORITY: This ordinance is to establish
procedures for conduct of Annual Budget Hearings of the Confederated
Tribes of the Grand Ronde Community of Oregon. The authority is Article
III, sec. 1, of the Constitution of the Confederated Tribes of the Grand
Ronde Community of Oregon.
(b) DEFINITIONS:
(1) "Tribe" means the Confederated Tribes of the Grand Ronde Community of Oregon.
(2) "Tribal Council" means the Tribal Council of the Confederated Tribes of the Grand Ronde Community of Oregon.
(3) "Budget Hearing" means the Annual Budget Hearing conducted by the Tribal Council of the Confederated Tribes of the Grand Ronde Community of Oregon.
(c) PROCEDURES:
(1) The Budget Hearings are open only to Tribal Members, Tribal Staff, and guests of the Tribal Council. Participation in the Budget Hearing is limited to these individuals provided, however, that guests of the Tribal Council participate only when granted permission by the Chair of the Budget Hearing.
(2) The Chair of the Budget Hearing shall be the Chair of the Tribal Council or the Vice-Chair of the Tribal Council in the Chair's absence. The Chair of the Budget Hearing shall conduct said hearing and determine comment time limits. Comments will be limited to budget items only.
(3) Non-Tribal Members may be expelled from the Budget Hearing at any time by the Chair, provided, however, that expulsion may be reversed by a majority vote of the present members of the Tribal Council.
